Wikis have their limitations, but I'm drawn to them for this sort of
thing because they seem to offer the best solution regardless. Nothing
else comes close in terms of ease-of-use and ease-of-setup.

Depending on which wiki engine you use, some degree of tagging and
list-making is possible using "Category:foo" links.
