I set up MediaWiki for a knowledge base at my last place.  I was one  
of only two "techies", and the others were all temps and suits.  They  
managed to write a lot of good material quite quickly.

I'd also recommend very liberal use of OmniGraffle (or Visio if  
*absolutely* necessary).  Even simple diagrams quickly produced can be  
great communicators, for all matters: technical and otherwise.
