I'm pretty sure all operators lock the 'unit' to their network just like
mobiles, However you could buy one SIM free for the full price (still around
£100) and then use any SIM.

www.expansys.com are usually good for that stuff, other point to remember is
that you would need software that allows you to specify the APN or be able
to get the software for each network you are using.
