I did this for a campaign for Save the children last week, brief
details of which are on my site www.jben.net .

I used Cakephp for the back end and had a simple url that flash loads
in the data from, which in this instance was accessed by LoadVars in
flash, as we only needed a single ticker per campaign, but could just
as easily had gone the xml route. You can then turn the SWF into a
screensaver via a standalone app.
