Basically, no - Royal Mail charge £500 plus VAT for a single time refresh
(you can get it on CD) ,and as everyone is licensing from RM (and they don't
do discounts for resellers) you aren't going to find it cheaper anywhere
else.  The resellers still have to purchase the product off of RM to pass it
on to you, which is why all the services you will find are value added
rather than just the product.

We did a whole investigation into this in April and in the end just
purchased a data refresh from RM, even though we have been licensed for over
a decade - the license is to use the data, not the data itself.
