If it was full of people or at least more busy then it follows that people would be less likely to attack. The solution here seems clear , get more people on the cycle paths to provide saftey in numbers. Hi-vis jackets might also help make you look less vunerable or give the illusion that the police are paying attention. Is it too paranoid to ask if first bus might have paid the gangs to intimidate cyclists in an effort to close the cycle lane in favour of its "hi-tech buses" ? what other interest could they possibly have if things aren't being stolen ? for what is worth i know lots of people who regularly cycle that route at all sorts of crazy times of night without incident.
