There is also a session timeout in IIS - I'm not sure if the .NET one
overrides this, but if it doesn't and it's set to 20 mins that could
be the problem.

Also, 60 minutes is a bloody long time for a session time out, have
you thought about possibly reducing it and putting in a timed ajax
request to keep the session alive?
