I use the free version of editdns as backup NS for a couple of domains.
Basic but fairly simple, although not tried making them primary NS for
anything.

I can't find anything explicitly for primary domain hosting (used to be one
but it's even more hidden than before, even when I'm logged in), but there
are 3 tiers of service:

* Free - get a few domains (e.g. up to 20 backup NS)
* Donate - get more (e.g. up to 100 backup NS) for donating $5 (or more if
you feel like it) every 3 months. You don't have to continue donating if you
stop making changes to your domains, and if you do need to update them just
donate again.
* More - contact sales for a custom quote.

If you just want one domain that people can add subdomains to, I'm sure it's
free. However, make sure you have a reliable DNS server as a backup (i.e.
doing zone transfers from editdns), there are no guarantees it won't go
down! That said, they do have 5 nameservers across EU and US, so surely they
won't *all* go down at once...
