[_] Lurker with a question

We have tackled this technical problem in the past by printing the text
on card. We then send some 1 billion (rough number of internet users) to
the homes of our users with instructions on how to use it:
1. Visit  http://<SomeSite>.com
2. Place card beneath screen
3. Slowly move card to the left while blinking twice every second

This we termed this technique Simple Horizontal Internet Text.

Great!But I want a cleaner way of going it using only Frontpage Server
Extensions (not the latest version, Rackspace won't let me have it
yet)...
Any MS Frontpage devs out there?
