Radiovague.com do this with icecast and peercast , it works really well and i use it to do the live stream from the bell. IME OGG gives the best quality but not everyone can use it off the bat , MP3 is good enough for most people and usually just f'ing works. The bitrate should really be decided by the content , for speech you can get away with 32kbit , for acoustic music 64kbit will do for complex electronic or classical music 128kbit should be used.
