Radiovague.com do this with icecast and peercast , it works really well
and i use it to do the live stream from the bell. If implimenting this
remember that
the backend needs at least a colo'ed box at a decent internet switch to
make it worthwhile.

so either they are cheeky or charitable ,  maybe oneworld.net might be
able to 
help.

completley barking , but then i find it very hard to be positive about
any
microsoft technology.  IME OGG gives the best quality but not everyone
can use it off the bat , MP3 is good enough for most people and usually
just f'ing works.

The bitrate should really be decided by the content , for speech you can
get away with 32kbit , for acoustic music 64kbit will do for complex
electronic or classical music 128kbit should be used.
