That sounds a lot like an inadequate network infrastructure to me. If the (potential) demand is there, they ought to work towards being able to supply it. My ADSL provider does not cap or traffic shape, I get 24mbps down and 1.3mbps up. I never notice contention issues during anytime of the day. -j
