It says that *banner* ads are ignored.  Ie the ads that look like  
ads.  The text-based google ones it says are still looked at.   
Basically it seems people have trained themselves to look for text,  
and ignore anything else.  They know which areas of a page generally  
have banners and ignore them if they see them there.

So basically it means instead of paying for ads, you now should do  
other things.... like paying bloggers ;)
