I wont tell you what I pay my designer, lol. I think the real point is 
that most companies cannot afford a fully experienced web designer, so 
they are taking whatever amateur they can get cheap. In my experience, 
I've employed uni grads, who were good at what they've been taught, but 
useless when it came to figuring out something new. At the moment I've 
got an unqualified guy who is very good at figuring things out, I tell 
him what's needed, he figures out how to design it. Brilliant :)
