Isn't this what Iron Mountain or whatever they are now called do?   
They deal with paper archiving/storage for companies, but also deal  
with backup media too.  I remember asking about prices many years  
ago, but it was waaaay too expensive for what we needed.  If we  
needed to rotate, say, a dozen tapes or so each day then it might  
become cost effective.  In the end we bought a 72-tape LTO tape  
library and put it in another building connected to the main one via  
a 100Mbps laser.
