That's fine, but it doesn't hurt (in fact, I think you'll engender
more trust in the long term) if you're just straight up honest with
people and tell them that's what's going to happen.

But many people are naturally distrustful (especially in the wake of
spam, phishing scams etc.) of submitting their email addresses. How
much does some reassurance cost?

No: it's the law, with very little room for nuance. People need to
opt-in, end of story.
