If they or you know some Perl you could give Siesta a try - it
provides command line tools (nacho), a web archive (mariachi) and a
shedload of configurability per user or list, and it uses a database
back end so you could integrate it fairly easily with any application.

It has a shedload of perl dependancies but that's not a problem if you
have cpan installed..

cpan 'install siesta'
cpan 'install mariachi'
