"The Banksy kissing policemen outside The Prince Albert, Brighton," it
doesn't sound like its public property to me, so perhaps the owner *liked*
the picture that banksy did.

A pub called the Prince Albert in Brighton, two blokes kissing - it's not a
huge leap of the imagination that it might be a very good form of
advertising is it ;)
