We've used PHPList for about the last year or so - it does the job, but in
my 'umble opinion I found the user interface awkward to use and the
documentation was severely lacking, especially for features such as click
tracking. It's quirky and has usability problems: config pages that require
you to type boolean parameters in in the form of Yes or No in some *text*
boxes and then 1 or 0 in others (but it lets you discover that for
yourself!). More importantly, some of our users have had problems with the
unsubscribe option which is shabby.

It's basically a wrapper for the open-source PHPMailer class - so if you've
got some PHP skills, you might find it easier to knock together a custom
application.
