We are running a multi-lingual site that is in all the standard European
languages like German, Spanish, Portuguese etc and also in Turkish, Polish
and Russian.

We have mailto links that should prepopulate subject and body fields in the
form mailto:?subject=[subject]&body=[body] In order to pass Polish, Turkish
and Russian characters in the link we are url-encoding the special
characters. This is fine for standard latin characters but extended
characters render incorrectly or don't show.

Original xml is in utf-8 so to url-encode we are using php to utfdecode the
string then rawurlencode it. This seems to give us some characters with more
than two hex digits after the % i.e. %23347.

Can anyone shed any light on this???
