I think the rationale might be about quoting individually, or perhaps letting their salespeople get some persuasion in before hitting you with the price. Also, maybe to make it harder for competitors. In any case, it's totally counter-productive. The by the minute thing seems interesting. Do they make you clock in and out? Brave have some units with pricing on their site. Nothing about internet connections or anything though.
