I've signed but I don't think the government really cares about  
petitions unless they have a good P.R spin attached to them, I agree  
steps need to be taken to curb the amount of carbon being emitted by  
cars etc, but I totally disagree with having to give up my civil  
liberties in the process.

Also car drivers aren't totally evil but I do believe 4x4 drives who  
don't go anywhere near a spec of mud are totally devoid of any  
emotion other than there own vanity, and that they should be targeted  
first by a crazy amount of tax. The recent increasing of tax on these  
vehicles wasn't enough to slow there sales or extensive enough to  
financially hurt the drivers of these behemoths as the roads still  
have healthy number of these idiotic things.
