Unfortunately, dialogs don't seem to be included in this, but if you  
just want the palettes to work in two different modes of operation,  
use the Window > Workspace menu to keep two different screen layouts.

As far as dialogs are concerned, I'm fairly sure the locations are  
stored in the main preferences file (Adobe Photoshop CS Prefs.psp on  
the mac).  You could set up an Applescript to copy a known good  
version of this file over the top when clicked, but it's a bit horrible.

No idea how/if this is done in Windows.
