[_] Basic website for not much money? What do you get these days?

A neighbour of a friend was asking me about websites - she knows
nothing at all about them, but is starting a hat rental business and
therefore feels she needs something online. So I explained about the
options, starting from the "two pages of html on a bargain basement
hosting package" and highlighted the issues that will occur. What
happens when she needs to update some copy? What happens when she
wants to put a catalogue of hats online etc. I explained her options
were:

- DIY static site
- Pay a zero-overhead kid to do it for her (and what happens when the
kid leaves school and realises that £5/h is not a great wage)
- Dynamic site.

I think that if she can afford it she ought to consider a simple
dynamic site with a basic basket function so that prospective
customers can select their pref hats and email her their enquiries.
Really going to be a 5 page site with about 50 products in the
catelogue. Design to be simple, classy. Certainly no Pants required.

Now I'm a little out of touch in this area: How much are people
charging for this sort of thing these days, and would anyone be
interested in the work? (She is based near Chepstow, so Bristol-based
is fine).
