I don't if this will help, But I found this to be a really easy to
follow, straight forward setup guide that allows you to run both PHP4
and 5 on windows, using the patest apache server and MySQL database.

I thin it took me about 20 mins to setup, taking my time.

You can even flip between PHP 4 and 5 at a click. Great!
