Is there any particular reason that you need it to be windows other
than because you only have a windows machine?

If not, you might have quicker results installing VMWare server (free)
and  downloading the LAMP appliance which will give you a
preconfigured apaceh/php/mysql environment to work with. Trickiest bit
would probably be setting up a samba share so that you can edit files
from within windows
