It's obligatory for me to mention Plone at this point - I have been
involved in building several intranets with Plone, it's perfect for
the job - get it installed and you have most of the functionality you
need straight away, then it's a case of installing a few add-ons and
creating custom content types for the things you mentioned e.g.
"contact" and "classified ad", and doing some skinning and templating
work.
