More likely is condensation damp, then damaged window sills or a gutter
or roof problem, and very, very occasionally 'rising damp' for which
there is an industry of 'damp proofers' ripping people off.

+1,  we got quotes up to a few grand for damp proofing and re plastering,
the final guy told us to open the hall window a bit more often, and get a de
humidifier for the kitchen - and a week later we were fine.
