From my experience, 9 times out of 10 damp is not 'rising damp'. 

More likely is condensation damp, then damaged window sills or a gutter
or roof problem, and very, very occasionally 'rising damp' for which
there is an industry of 'damp proofers' ripping people off.

The key is that our rooms are designed to breathe. There are air bricks
below a suspended wooden floor with gaps in it. The fire then acted to
constantly suck drying, fresh air through the house.

But...

We block up our fireplaces, lay wall-to-wall carpets and seal our
windows. So there is no airflow and we get condensation damp.

Might not be the problem you have, but if that rings a few bells, I'd
recommend getting the airflow going and buying a dehumidifier (which
could fix the immediate problem in a couple of weeks).
