well no, not quite, with IR you are exploiting HTML/CSS to find
an image replacement technique, ALT is part of the language (whereas
there current is no image replacement tag for example).

I agree the actual keyword spamming issue is roughly the same though, but which
one is Google more likely to detect?

I don't work for Google but I'm guessing that along with their
indexing software they have scrips which crawl through pages trying to
see if anyone is trying to take the piss - whether that ibe hidden
text or whatever. If pages throw up a few warning lights then, I
believe, Google has a manual intervention dept who'll make a judgement
call on the page in question.

If IR techniques are deemed 'suspect' by Google then sites using these
techniques might get flagged more. Obviously ALT, being much more
widespread, is probably much harder to track in the first place..
