Hi Chris - I can't give a cost for that (i.e. I'm not tendering) but I
can give you some idea why it's hard to quote precisely on that :
Capture and Editing <g>

Not many people will have a UMatic deck - though personally I could cap
from VHS or DV fine - perhaps Films at 59 might have that sort of kit.
That's it for capture - now editing :

So then you have to identify which clips are desired, pretty much that'd
involve sitting next to the client while they point out the pieces to
use. They (you ?) may not *know* which pieces they want to use so you
might have to cap the entire tape to find suitable example sequences.

Then of course you have to trim those clips in an aesthetically pleasing
way so they "mix" well, expecially if you want jump-cuts / juxtaposition
/ repetition

So actually, capture might take 1-2 hours to get just the desired
content. Editing might take at least the same again. Export and
optimisation is going to be relatively quick, at least.

If you're planning to export to 3 formats, you should provide a baseline
"viewer" profile eg
"56k modem users, download, and 384kbps or higher DSL users", the
optimisation can then be fitted to that limit and the source content, by
tweaking various encoding parameters.

It's easier to tweak those in WMV and MOV than FLV because there are
more tweakable parameters, FLV is actually pretty basic as you'll
appreciate from most online FLV (though it can be made o do a much
better job than the typical clip you see)

Let us know how you get on with all that, or you could always get in
touch if you draw a blank, via dm-mvp-neil at comatose.freeserve.co.uk and
I can take a look at the content "on the side" LOL

PS I'm leaving here today to go work for Coull, so this email addy is
about to go offline

Cheers - Neil
