My [untested] theory on this would be that if you've bothered to
register with the COE that you are using veg oil as fuel and IF you
did get stopped and IF they tried to nab you for using (because your
car smell like a chip shop) then you could probably talk yourself out
of any trouble by simply saying "but yes I keep my receipts and yes I
pay my duty, I can prove it officer" then they might just let you off;
unless they are feeling particularly tosserish and decide to make you
prove it in court.

It is after all not illegal to use, it's simply illegal to not pay
duty and one can't pay duty there and then on veg oil.
