CMS Made Simple is a great minimal PHP one. No workflows or versioning
etc but if you want something that spits out vaild markup and that
allows your client to easily add and re-order pages then I'd recommend
it. Uses Smarty, which is good or bad depending upon your personal
viewpoint.
I've not yet had to hack an install so I can't vouch for the quality
of the internal code. It takes about 10 mins to set up, it's also in
active development.
