you can still import flash elements into director, so can use vectors.

choice really comes down to what else is likely to happen to the content in
the future. if it is at all likely that the client wants to publish it
online in 12 months time, flash might be a better option.

if it's a one-off self-contained CDrom then director would likely give a
smoother, slicker more robust solution (i.e. it would handle the video
content better).
