[_] best way to do 'tool tips' thingies

Hi all

I'm wanting to make people's names appear in a tool tip type bubble when
you mouse over their thumbnail in a profile page.

I know there's loads of ways to do it - but can anyone recommend their
'best way' - minimum code, minimum fuss, semantic as possible etc?
