tricky one. a bit crude but I would have that line as part of the background
- i.e. have a huge background image that stretches slightly wider than the
resolution your client is likely to ever see it at. as there are only two
colors the file size of the big bg image won't actually be that big if you
do it as a gif. Your challenge would then be to make your layout so pixel
perfect that the line always lines up with the bottom of the navigation
(fraught with danger whn it comes to text size change etc!)

oh - sorry it is my duty as an underscore punter to point out that drop down
navigation at the bottom of a page is a crap idea!
