A podcast is a audio or video file *plus* an RSS 2.0 feed with the
files referenced as enclosures. It's the RSS bit that allows the
subscription/auto-updating in Podcast software.

Easiest thing to do is to use the wonderful www.LibSyn.com (liberated
syndication), who make the process really really easy: you upload your
file, and LibSyn creates the blog and RSS for you. They also take the
bandwidth hit so you don't have to. Prices start at only $5/month.

Either that or get a Mac - Garageband 3 is set up for creating podcasts.
