That's a bit unfair. Using that rationale, they're damned if they do, damned
if they don't.

If they don't tell you they've foiled attacks we wonder what the point of
spending lots on defence and intelligence is; if they do tell you it's
scaremongering. The best way to guarantee a budget / continuing public
support would be to let a few things get blown up.

oh yes - I'm firmly convinced that most - if not all - of these "oh look,
we've foiled an attack" news items are just to keep the masses on-side.
