I think I still recommend that you talk to Rick Hurst or his salesy
counterparts over at E3. They have a solution - it just depends on costs -
what's your budget in terms of time and money?

I'm quite happy with an off the shelf solution that can be customised - I've
got a team of twenty who can do everything from flash through to heavy Java.

My fundamental requirement is that we should be able to get going quickly
and hence not build from scratch ourselves.
The content will be created and updated by people who don't have web skills,
the role of the technology team is just to manage the application on a
day-to-day basis, but they should need to get involved in the content
lifecycle.
